April Project Status Update: Advancing Infrastructure and Legal Steps

As April unfolded, Vera Aqua Vera Vita continued its committed journey to provide essential clean water solutions to the communities of Las Mercedes KM11 and Cerro de Leones in rural Piura, Peru. Our efforts this past month have brought us closer to overcoming bureaucratic and logistical hurdles, setting the stage for significant advancements in the coming months.

Progress in Las Mercedes KM11: Navigating Legal and Logistical Challenges

In Las Mercedes KM11, our project team has maintained a rigorous schedule of weekly meetings, focusing on advancing the management and permitting phases of the project. A key development has been the ongoing work with the Piura Regional Government (GRP) to register the public road easement, which is vital for running a pipeline directly to the community’s heart.

While we await the scheduled Oral Hearing for our Water Rights appeal, our representative has proactively engaged with the National Water Authority (ANA) Tribunal to highlight the urgency of our case. The tribunal has indicated possible delays due to heavy workloads, but we remain vigilant and in continuous dialogue to expedite the process.

A significant community engagement meeting occurred on April 10th, where village leaders met with GRP to express unified support for the project, underscoring the community’s reliance on the tribunal’s forthcoming decision on water rights.

Anticipated Milestones

By the end of this coming month, we aim to secure the cost estimations for the construction of the comprehensive clean water solution, which will enable us to finalize budgeting and planning for the project implementation.

Momentum in Cerro de Leones: Laying the Groundwork for Sustainable Water Access

Our project in Cerro de Leones has gained considerable momentum this month. Early steps included initiating the Right of Easements permitting with local landowners, crucial for establishing the pipeline that will bring water to the community’s core.

On April 24th, we contracted a Peruvian hydrologist as a technical consultant, tasked with conducting a Hydrological and Hydraulic assessment of the proposed source water, the Rio San Francisco. The field (on-ground) assessment and measurements were completed on April 28th which will be used to prepare the Annex 7 report, necessary for our TUPA 13 application to ANA for Water Rights.

Looking Forward

In the upcoming month, we are set to finalize and submit the TUPA 13 application to ANA, marking a pivotal step in securing the water rights essential for the project. Concurrently, we will continue to secure the Right of Easements for the waterline alignment, ensuring that all legal and environmental prerequisites are met to facilitate the project’s next phases.
