March PSU: Truck Troubles and Continued Progress in Las Mercedes KM11
As March draws to a close, Vera Aqua Vera Vita continues to move steadily forward in bringing clean water access to the 1,200+ residents of Las Mercedes KM11. This month was marked by critical evaluations, persistent collaboration with government agencies, and a new twist in our plans to purchase the Water Tanker Truck (an essential part of the clean water solution).
The final system will consist of a Water Tanker Truck to deliver clean water from a verified source, a Concrete Ground Storage Tank to store water in the heart of the community, and a Distribution Kiosk where water will be sold at affordable rates, managed by the local Water Committee. With major planning and capital efforts still underway, here’s what we accomplished in March and where we’re heading next.
Capital Campaign and Truck Updates
The Project Capital Campaign, launched earlier this year, remains in full force as we work to raise the $40,000 needed to fund the construction and full implementation of the clean water system in Las Mercedes KM11. In March, we finalized the campaign phase focused on raising funds for the Water Tanker Truck, setting our sights on reaching the first major goal of $13,000. This will allow us to purchase the truck that will make water delivery to the community possible.
However, after a thorough inspection process, the truck we had originally selected unfortunately did not pass the necessary quality standards. On March 24, our team launched a renewed search for the next top three viable truck options that meet safety and performance requirements. This careful diligence ensures that we will provide the community with a reliable, long-lasting vehicle that can serve their water needs consistently.
Local Leadership and Legal Registration
Meanwhile, the Clean Water System Committee, formed by leaders within the Las Mercedes KM11 community, continued to make progress toward formalizing their role in managing the system. Throughout March, the committee worked to fulfill the requirements to register as a legal private entity with SUNARP, Peru’s national public records system. This legal recognition is critical, as it will empower the committee to officially own and manage the Water Tanker Truck and oversee the long-term operation of the water system.
Government Partnership and Funding Agreement Progress
On the government side, our team maintained ongoing communication with the Regional Government of Piura (GRP) to push forward the finalization of the project’s Funding Plan Agreement. Unfortunately, heavy personnel turnover within GRP delayed progress during the month. Despite these setbacks, VAVV continues to advocate actively and coordinate with GRP to ensure the agreement moves toward final approval in the weeks to come.
Looking Ahead: April Priorities
Looking to the month ahead, April will be a decisive time for the project. We aim to complete the registration of the Clean Water System Committee as a legal private entity with SUNARP in the second week of April. In parallel, we plan to complete inspections and secure the safe purchase of a qualified Water Tanker Truck. By the third week of April, our goal is to finalize and secure the signed Funding Plan Agreement with GRP, which will unlock funding for construction structures and labor while VAVV covers the machinery and equipment.
